The default license of the Particle Universe Community Edition is the GNU Lesser Public License (LGPL). This means that you get the source code and you are allowed to use it in your applications (including commercial) as long as you stick to the license. Any modification to the code should be released back to FXpression together with a Contributor License Agreement.
